Regression:Scrollbar is seen chopped at the bottom side on MD-settings/languages dialogue box.

Issue description

Chrome Version:57.0.2946.0 (Official Build) 38c3eb61c737a8d3313ca8cd31b0c514c9d35b05-refs/heads/master@{#437422}
OS:Windows (7,8,10)

Pre- condition:Enable 'Overlay Scrollbars' flag.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/languages
2. Click on 'Arrow' icon and click on 'Add languages' link such that dialog box gets open.
3. Press 'Down arrow' key from keyboard or drag the scrollbar down and observe scrollbar.

Actual:Scrollbar is seen chopped at the bottom side(i.e. Scrollbar hide behind the button container area).
Expected:Scrollbar should appear properly.

This is regression issue, broken in 'M 56' and below is manual bisect info:

Good build:56.0.2895.0
Bad build:56.0.2897.0

Note: Issue is not seen on Linux and Mac OS.

This is a regression in M56 and below is the per-revision bisect info

You are probably looking for a change made after 426190 (known good), but no later than 426191 (first known bad).

Still able to reproduce the issue on Win 10.0 using latest chrome version 57.0.2953.0.

This isn't an issue, the MD scrollbar spec called for a smaller "minimum size" so that's what we're seeing here, otherwise everything is working fine. We're still tuning the value ( issue 678595 ) but this isn't a regression.
