Opening pdf with '#' character in directory

Issue descriptionChrome Version : 54.0.2840.99 (Official Build) m (32-bit) Windows What steps will reproduce the problem? (1) Chrome is set as the default program for viewing a pdf. (2) A pdf is in a directory that contains the '#' character. (3) Attempt to open pdf. What is the expected result? The '#' should be replaced with "%23" in the address bar so that the pdf is displayed in the browser. What happens instead? Instead the '#' character is still there so the url is wrong and results in ERR_FILE_NOT_FOUND.
