Support "magic window" viewing of WebVR content

Issue description

Users without a headset should be able have a degraded experience of VR-enabled sites by moving their device (e.g., phone) around and viewing a non-binocular non-reprojected view.

This may require author support, but we should ensure everything is in place to enable it with as little friction and effort as reasonable.

This depends on  issue 670540 .
