This was fixed recently in https://bugs.chromium.org/p/chromium/issues/detail?id=666581 but something else appears to be going on.

Status: Fixed (was: Assigned)
Problem was an old version of swarming running on that instance.

FTR, I finally pushed a new instance to chromeos-proxy today, which was the instance where this issue was most problematic.
