Make EarlGrey utility to tap webview element properly synchronize

TapWebViewElementWithId looks to simply tap the element provided.

It would help with test writing and synchronization if we had a higher level method to attempt to synchronize (wait for element to be there, wait for page to be done loading, ...)

Status: WontFix (was: Available)
This is not possible. Generic tapping function does not know for which signal to wait and long is the timeout. Please reopen if necessary.
