build_stages: add events file upload

build_packages will write events to build_root/events/build-events.json.
This file will be uploaded after the build command is completed.

cros_event: Changed Event ID gen for gCloud integration

EventLogger now creates events that is a list, and not an int.
The new list is [event_kind, event_id]. With the default kind
being 'root'.

The term kind come's from gCloud's datastore concept of entities
 - https://cloud.google.com/datastore/docs/concepts/entities

parallel_emerge: Set Events' 'kind'

Changed Events to use the new 'kind' keyword so that events are
correctly identified in gCloud datastore.
