Regression: Unwanted movement of the Webpage is seen using autoscroll feature.

Issue descriptionChrome Version: 56.0.2924.21 (Official Build)4d0fd85f092f947ef72046f62e953ecf44d5e64a-refs/branch-heads/2924@{#401} 32/64-bit. OS: Mac (10.10.5)(10.11.5), Windows (7,8,8.1,10), Linux(14.04 LTS) Steps: 1. Launch chrome and navigate to chrome://md-settings/content 2. Press the middle mouse scroll such that page autoscroll feature is enabled. 3. Now move the mouse in left and right direction on blank space of the page, observe the webpage. Actual: Unwanted movement of the Webpage is seen. Expected: No such right left movement of the webpage should be seen. This is regression issue, broken in M-55 and will soon update other info. Manual Regression Range: Good build: 55.0.2875.0 Bad build: 55.0.2876.0
