Regression : Unwanted line is seen below ‘hide navigator’ icon on zoom out in 'Sources' tab.

Issue description

Chrome Version : 56.0.2924.21 (Official Build) 4d0fd85f092f947ef72046f62e953ecf44d5e64a-refs/branch-heads/2924@{#401} 32/64 bit
OS : Mac(10.11.6, 10.12.1, 10.12), Windows(7,8,8.1,10), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Navigate to ‘Sources’ tab and hit ‘Cmd -‘ to zoom out the devtools.
3. Observe below the ‘hide navigator’ icon.

Actual : Unwanted line is seen below ‘hide navigator’ icon on zoom out.
Expected : No such line should appear below ‘hide navigator’ icon on zoom out.

This is a regression issue broken in ‘M-56’, below is the Manual Regression range and will soon update other info.
Good build : 56.0.2896.0

You are probably looking for a change made after 426643 (known good), but no later than 426644 (first known bad).

Able to reproduce the issue on mac 10.12.2 chrome version 57.0.2955.0
