Issue descriptionChrome Version : 56.0.2924.21 (Official Build) 4d0fd85f092f947ef72046f62e953ecf44d5e64a-refs/branch-heads/2924@{#401} 32/64 bit OS : Mac(10.11.6, 10.12.1, 10.12), Windows(7,8,8.1,10), Linux (14.04 LTS) What steps will reproduce the problem? 1 Launch chrome, open NTP and then open dev tools window. 2 Click on 'Toggle device toolbar',select any device and click on 'More options' on toolbar then select show device frame & 'Capture screenshot' option. 3 Click on 'SHOW ALL' to open the downloads page,opened screenshot and observe. Actual: Unwanted boarder near device frame is seen after opening captured screenshot. Expected: No such wanted boarder near device frame should seen after opening captured screenshot. This is a regression issue, broken in 'M-56', will soon update the other info: Good Build: 56.0.2909.0 Bad Build: 56.0.2912.0
