'Close Firefox before importing' overlay is seen opened even if 'Import bookmarks and settings' overlay is closed.

Issue descriptionChrome Version : 56.0.2924.21 (Official Build) 4d0fd85f092f947ef72046f62e953ecf44d5e64a-refs/branch-heads/2924@{#401} 32/64 bit OS : Mac(10.11.6, 10.12.1, 10.12), Windows(7,8,8.1,10), Linux (14.04 LTS) What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://md-settings/importData (2) Select 'Mozilla Firefox' drop down option,click on 'import' button. (3) Click on 'Close' button of import data overlay and click on 'Continue' button of 'Close Firefox before importing' overlay. (4) Observe. Actual: 'Close Firefox before importing' overlay is seen and nothing is happened after clicking on 'Continue' button of 'Close Firefox before importing' overlay. Expected: 'Close Firefox before importing' overlay should close after closing import bookmarks overlay. This is a non-regression issue, seen from 'M-30'
