Non-Regression: Tool tip is seen missing on hovering mouse over close icon in chrome://settings

What steps will reproduce the problem?
(1) Sign in to user>> go to chrome://settings>> go to about Chrome OS overlay>> hover mouse on close icon>> and observe

Expected: Tool tip should be seen on hovering mouse on close button
Actual: Instead tool tip is seen missing

Raising this issue as a Non-Regression issue as same behavior seen since M49

Note: Tool tip is seen missing on hovering mouse over close icon on all the overlays in chrome://settings

Status: WontFix (was: Untriaged)
I don't see a tooltip when hovering over other close buttons.

Either way, this is a minor issue which we won't fix unless it also affects md-settings.
