Steps: 
1. Launch chrome, go to above URL and download 3-4 small files.
2. Navigate to chrome://downloads, then go to chrome://settings and set browser font size to 'Very Large'
3. Now go to previously opened chrome://downloads page, observe.

Actual: chrome://downloads page appear weird.

Expected: chrome://downloads page should be properly seen.

This is a regression issue broken in M-50.
