Regression : Unwanted traces of text are seen in 'Sources' tab after zooming out the devtools window.

Issue description

Chrome Version : 56.0.2924.21 (Official Build) 4d0fd85f092f947ef72046f62e953ecf44d5e64a-refs/branch-heads/2924@{#401} 32/64 bit
OS : Mac(10.11.6, 10.12.1, 10.12), Windows(7,8,8.1,10), Linux (14.04 LTS)

Precondition : Freshly install chrome.

What steps will reproduce the problem?
1. Launch chrome, open dev tools on NTP and navigate to ‘Sources’ tab.
2. Hit ‘Cmd + P’ (file list appears) and select first file from the list.
3. Now hit ‘Cmd -‘ to zoom out the devtools and observe the traces to the RHS of vertical scroll bar. (In case of Mac OS)

Note : In Windows and Linux OS, after step 3, traces are seen below the horizontal scroll bar.

Actual : Unwanted traces of text are seen on zoom out.
Expected : No such traces should be seen after zoom out.

This is a regression issue broken in ‘M-54’, below is the Manual Regression range and will soon update other info.
