Focus highlight appear chopped in chrome://md-settings/passwords.

Chrome Version: 56.0.2924.21 (Official Build)4d0fd85f092f947ef72046f62e953ecf44d5e64a-refs/branch-heads/2924@{#401} 32/64-bit.
OS: Mac (10.10.5)(10.11.5), Windows (7,8,8.1,10), Linux(14.04 LTS)

Steps:
1. Launch chrome navigate to www.facebook.com, login and save the password.
2. Now navigate to chrome://md-settings/passwords
3. Press tab key such that focus highlight reaches the iron icon of the first entry.

Actual: Focus highlight appear chopped.

Expected: Focus highlight should be properly seen.

This is a non-regression issue seen from M-53, password overlay started working in M-53.
