[Site settings details] Nothing is happened after clicking on 'Clear and reset' button of 'Usage' section in first instance.

Chrome Version:56.0.2924.21 Revision 4d0fd85f092f947ef72046f62e953ecf44d5e64a-refs/branch-heads/2924@{#401}

Pre-condition: Enable Site settings with All sites and Site details from chrome://flags
 
What steps will reproduce the problem?
(1) Launch chrome, open NTP and click on 'Search by voice' then Allow it. 
(2) Navigate to chrome://md-settings/content/microphone click on link under Allow section. 
(3) Click on iron icon under Usage section(Overlay will open), click on 'Clear and reset' button and observe.

Actual: Nothing is happened after clicking on 'Clear and reset' button in first instance.

Expected: After clicking on 'Clear and reset' button it should gets cleared in first instance.

This is a regression issue broken in M-56, will soon update the bisect info.

Good Build : 56.0.2888.0
Bad Build : 56.0.2890.0

Note: Issue is not seen on Mac and Linux OS.

Unable to reproduce the issue on windows 7 using chrome version 56.0.2924.51.
