Regression : Header of 'console' drawer appears chopped in devtools

Version: 56.0.2924.21 4d0fd85f092f947ef72046f62e953ecf44d5e64a-refs/branch-heads/2924@{#401} (64-bit)
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools and click on 'console'
2. Now dock devtools window to bottom and press 'Esc' key to open console drawer
3. Now drag the devtools window downwards and observe header of 'console' drawer

Actual: Header of 'console' drawer appears chopped after dragging devtools window downwards
Expected: Header of 'console' drawer should be seen properly after dragging devtools window downwards

This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2896.0

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2896.0 (Revision: 426358).
Bad build: 56.0.2897.0 (Revision: 426673).

You are probably looking for a change made after 426603 (known good), but no later than 426604 (first known bad).

Issue is seen on mac 10.11.6 using latest canary 57.0.2946.0

Able to reproduce the issue on windows 7 using chrome latest version 57.0.2949.0.

Rechecked the above issue on Mac Os with latest canary chrome version :57.0.2969.0 and the issue is not reproducible.
