input['file'] accept=“.zip” open dialog so slow with Chrome

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1.Open the testBug.html
2.Click the broswer button
3.Result one:Wait for about 6-10s to pop up the dialog box!
Result two:The dialog box pops up instantly!

What is the expected behavior?
The immediate pop-up dialog box!

What went wrong?
I guess that is the Chrome kernel handling mechanism Bug!

OS Version: 6.3
Flash Version: Shockwave Flash 23.0 r0

You noticed !I wrote two results! As for why! Please look down!
I am located in Shenzhen, China, because there are many reasons for China's firewall can not open for example google.com Unless the use of VPN tools!
Result one:I do not use the VPN, wait for about 6-10s in the pop-up dialog box!
Result two:I use the VPN, the immediate pop-up dialog box!
Interestingly, I also tested the browser IE / Opera / Firefox whether or not to use VPN will immediately pop-up dialog box!
I uploaded a few gif pictures to prove my argument!
Finally,Perhaps my guess is wrong, and has nothing to do with the VPN! But at least you can confirm that the problem is the Chrome browser!

Is the folder (that Chrome is showing in the dialog once it opens) on a network share by any chance?
If you try to upload from a different local folder (which will then be the folder Chrome will show the next time you try to upload), is it still slow without a VPN the next time?

Not a shared file on the network!
Is a local file!

The format of this example is image! I tried another format image format, you can quickly pop up!
But I did not find. Zip format how to write a quick pop-up dialog box! Please inform! This is whether it is the Chrome kernel bug?
