Steps to reproduce the problem:
1. Open a page which has fieldset and legend, and legend has float: left; property.
2. Legend is not visible completely.
3. 

What is the expected behavior?
Legend should display completely.

What went wrong?
It is working fine in chrome 54 and firefox and edge/IE.
