Regression: Weird glimpse of focus highlight is seen on moving mouse over text 'Nope' of translate bubble

Issue descriptionChrome Version: 57.0.2944.0 bb1ac197d94d071514695c0f23854881db26f012-refs/heads/master@{#436816} 32/64 Bit. OS: Windows (7,8,8.1,10), Linux (14.04 LTS) Precondition: Enabled Material Design in the rest of the browser's native UI flag from chrome://flags. Steps: 1. Launch Chrome and navigate to https://www.google.com/intl/en/chrome/browser/welcome.html 2. Right click on page, select 'Translate to English' and click anywhere on page (Translate bubble dismiss) 3. Now click on translate icon seen in omnibox and move mouse over text 'Nope' and observe Actual: Weird glimpse of focus highlight is seen on moving mouse over text 'Nope' Expected: No such glimpse of focus highlight should be seen on moving mouse over text 'Nope' This is a regression issue broken in M-55, will soon update the bisect info: Good Build: 55.0.2851.0 Bad Build: 55.0.2853.0 Note: Above issue is not seen on Mac OS.

I believe this control is the funky button/dropdown control which is not part of the Harmony project.

That translate control has been a constant source of trouble, and it may be going away. If it does not go away, it is something Harmony will have to deal with. If it does go away, then we can just wontfix this. This bug still requires --secondary-ui-md so it's not something outside the purview of Harmony. You can wontfix it if you are confident we'll never need to Harmonize that kind of control.
