Regression:Resizing of the page does not appear smooth for pdf file.

Issue descriptionChrome Version:57.0.2944.0 (Official Build) bb1ac197d94d071514695c0f23854881db26f012-refs/heads/master@{#436816}(32/64-bit) OS: Mac (10.10.5)(10.11.5), Windows (7,8,8.1,10), Linux(14.04 LTS) What steps will reproduce the problem? (1)Launch chrome and navigate to embedded pdf https://msu.edu/~urban/sme865/resources/embedded_pdf.html (2)Now zoom in and zoom out once using the page using 'Ctrl+' and 'Ctrl-'.(Kindly refer the video) (3)Observe. Actual:Resizing of the pdf page does not appear smooth.i.e appears shaky. Expected:Resizing of the pdf page should be smooth. This is a Regression issue broken in M-57,will soon update other info. Good build:57.0.2943.0 Bad build:57.0.2944.0

I'm not sure this is really a new issue ... it mey be a dup of https://bugs.chromium.org/p/chromium/issues/detail?id=608455, though we'll triage it a bit further to see.

This has to do with the pdf viewer not zooming at the same time as the embedding page. This was the case before my change. For example, on stable, if you select fit-to-page (or fit-to-width) on the pdf viewer and then zoom with Ctrl+/- you see a similar effect. Similarly, if you zoom out the pdf with its controls so that the content width is less than the viewer's width and then zoom with Ctrl+/- you can see a delay in the change of the offset of the content. Since my change now has the pdf zoom change whenever the embedding page is zoomed, you see the effect even when not using fit-to-X on an embedded pdf.

Given that this bug seems to be another manifestation of 608455, which is still open, we'll mark this as a duplicate.
