Regression : Tool tip doesn't dismiss in 'Network' section of devtools.

Issue description

Version: 56.0.2924.19 dbc00468156b6e50ae53f6aea829f0e33e97facd-refs/branch-heads/2924@{#369} (64-bit)
OS: Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools 
2. Now go to 'Network' section and and press 'Cmd + R' to record some activity
3. Now hover mouse near the bottom edge of scroll bar such as tool tip is seen and at the same time drag the scroll bar upwards,observe the tool tip behavior

Actual: Tool tip doesn't dismiss while dragging scroll bar upwards.
Expected: Tool tip should dismiss while dragging scroll bar upwards.

This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2913.0 
Bad build: 56.0.2914.0

Note : Issue is not seen on Windows OS.

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2913.0 (Revision: 430459).
Bad build: 56.0.2914.0 (Revision: 430837).

You are probably looking for a change made after 430731 (known good), but no later than 430732 (first known bad).

The change referenced in #1 only affects Android so it's definitely not causing this regression. msrchandra@ - I suggest trying the per-revision bisect again.

I'm not familiar with devtools -- cc'ing some folks who made devtools changes in the regression range and may be able to help identify a culprit CL.
