[Chaos] Install Kevin PVT3

Steps:
  Verify device (asset tag: C109620) powers on and boots
  Switch to Dev mode
  Install ToT test image
  Swap Kevin with Alex at chromeos3-row1-rack1-host4
  Add to autotest with labels: pool:wifichaos, chaos_dut, chaos_chamber
  Update Chaos Lab Overview spreadsheet (go/chaos-lab-overview)
  Return Alex to white cabinet
