Cast dialog interferes with Sign-in dialog |

Issue descriptionChrome Version: 57.0.2944.0 OS: Windows What steps will reproduce the problem? (1) Run Chrome with a clean user profile. (2) When the Chrome window appears, raise the "hotdog" menu and click Cast. (3) While the Cast dialog is displayed, click on the user icon thingy at the top-right of the window top-bar. (4) From the user menu click "Sign in to Chrome". What is the expected result? Expect that the Sign-in dialog is displayed. What happens instead? The Sign-in dialog is not displayed until the Cast dialog is closed - the Sign-in dialog is seemingly queued to be displayed.

Dialogs are also queued on cros/linux (57.0.2945.0) and osx (57.0.2945.3).

The print preview dialog also blocks the sign-in dialog. I feel like it'd make more sense for the new dialog to replace the existing one rather than get queued.

For notification pop-ups it seems that queuing makes sense, but I agree that for these cases it seems more natural to cancel any existing dialog. Something to discuss w/ Chrome UX folks?
