content_unittests failing because of MediaStreamManagerTest on Android N5X Swarm Builder

The test (MakeAndCancelMultipleRequests) would make MakeMediaAccessRequest and timeout without any error messages. 

The failure started since https://build.chromium.org/p/chromium.android/builders/Android%20N5X%20Swarm%20Builder/builds/7018

My CL doesn't touch any code that runs on Android, not event MediaStream.

I'm seeing the test is flaky instead of failing consistently: https://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=content_unittests&showAllRuns=true&tests=MakeMediaAccessRequest

My CL affects code that is only used when playing back HLS, or on older blacklisted devices on which the unified media pipeline isn't enabled (which has no effect on MediaStream).

Guidou, do you have any idea what changed that could have caused this? I'm assigning this bug to you since you seem to have been in this code most recently.

I don't know anything that might have caused this particular test to start flaking.
It looks like it stopped flaking though. It's been green in the last ~75 runs.
Please reopen if it starts flaking again.
