Better align desktop search engines settings UI with proposed Android UI

Issue description

Android UI for "manage search engines" ( chrome://settings/searchEngines ):

This suggests two possible changes on desktop:
(1) Eliminate heading on top ("default search engines") section
(2) Add "recently visited" section below that (but above "other engines") to facilitate easy access to recently-used engines when the list of all engines is long

I think we should definitely do (2), less sure about (1).

Item 1 should be fairly easy to do. Item 2 would require keeping track of recently visited search engines in Chrome (if not done already). Maybe both Android and Desktop could share the same code for tracking recently visited search engines.

Adding UX for further consideration, triaging and changing to feature request.
When (2) was implemented on Android, I sought for it to be done in a way that would be useful for desktop as well.  I don't remember exactly where the code lives, but it's definitely feasible without massive amounts of work.
