Finalize codec string for new VP9 profiles in WebM

Currently, only the strings "vp9" and "vp9.0" are used to represent VP9 in WebM. We need to finalize plans to support profiles other than 1. It would be nice to have a consistent format for VP9 regardless of the container. See  issue 667834 .
