tracker: Remove RPC dependencies from autoserv

Issue description

All information needed to run a test job should be made available to autoserv (and everything downstream) at the outset, removing all calls from the test runner to the autotest RPC layer.

This will reduce the coupling between AutotestInfra and the Autotest TestRunner.

This is a tracking bug for related work.

The reason this is being done now is that it's needed for go/cros_test_on_atp / go/chromeos-skylab-doc efforts.
