[WPT Import/Export] Provide one API to find exportable commits in Chromium.

Both the import and the export scripts need to be aware of the list of exportable commits currently in Chromium.

+qyearsley@chromium.org take a look at TestExporter.exportable commits in https://codereview.chromium.org/2544173002 and let me know if that's what you had in mind for an API.

TestExporter.exportable_commits_since is now in master:
https://cs.chromium.org/chromium/src/third_party/WebKit/Tools/Scripts/webkitpy/w3c/test_exporter.py?q=exportable_commits_since&sq=package:chromium&dr=CSs&l=105

Should we keep this bug open or close it and make a more specific one for further integration of the import script?

Given the title of the bug, it sounds like this is now done; the bug for the next step (integration with the import script) is  bug 666540 .
