Update appearance of cros native scrollbars in browser UI |

Issue descriptionNative scrollbars show up in places like the task manager, bookmark editor, collected cookies view, etc. and should use overlay scrollbars. See bug 657159. This hasn't been enabled yet because the scrollbars affect layout and therefore we have to be careful about deploying them.
