Incorrect comments in toolchain.conf related to i686-pc-linux-gnu inclusion

toolchain.conf in many board overlays (e.g. https://chromium.googlesource.com/chromiumos/overlays/board-overlays/+/master/overlay-cyan/toolchain.conf#3 ) incorrectly state why i686-pc-linux-gnu is required.
We should fix the comment as per code review in CL:*310060

I think the wrong component was set here. Assigning back to you, as this is not a chrome devtools issue.
