invalid IP address on localhost HAR

Issue description
Chrome Version : 54.0.2840.98 (64-bit)

Other browsers tested:
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari:
Firefox:
IE:
What steps will reproduce the problem?
(1) open devtools network tab
(2) navigate to a locally hosted page
(3) save as HAR
(4) check the serverIPAddress property
What is the expected result?
"serverIPAddress": "::1"
What happens instead?
"serverIPAddress": "[::1]"
Please provide any additional information below. Attach a screenshot if
possible.

Handling this isn't really covered in the HAR spec. We could change this, but you may want to handle this on your side too. allada to weigh in.

It's not literally stated in the spec but I feel like it's not an unreasonable expectation from my side that this property contains a valid IP address at all times. I found it's remoteIPAddress in the devtools protocol that already contains this strange format, so the issue is actually broader than just the HAR export https://chromedevtools.github.io/debugger-protocol-viewer/tot/Network/#type-Response
