Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.59 Safari/537.36

a user's files in persistent storage for a web-application should only be cleared with their explicit approval.

Summary: Migrate important storage to all platforms (was: Clear browsing data should enumerate the domains with persistent storage that will also be cleared, with options to exclude them from being cleared.)
Once we launch important storage fully on Android, we should migrate to other platforms.
