Wbbview disabled. Cannot enable it after upgrading to Android 7.0.

Issue description

THIS TEMPLATE IS FOR FILING BUGS ON THE ANDROID SYSTEM WEBVIEW. GENERAL WEB
BUGS SHOULD BE FILED USING A DIFFERENT TEMPLATE!

Android version:Android 7.0
WebView version (from system settings -> Apps -> Android System WebView):

Status: WontFix (was: Unconfirmed)
This is not a bug. From Android N, Chrome provides the WebView functionality, so that you get one package update, not two, saving you data. the WebView package will only be enabled if you disable Chrome (in which case we switch back to the old scheme so that you still continue to get security updates).
 Issue 679205  has been merged into this issue.
 Issue 679195  has been merged into this issue.
So how do I enable the web view. If it requires to downgrade the android version, how will I do it?
You don't need to. What you need to do is update Chrome (because they are combined into one package in N). Amazon is directing you to the wrong thing to update on the play store.
