What steps will reproduce the problem?
(1)Launch Chrome, open Devtool on NTP.
(2)Click 'Customize and control Devtools'(three dot menu) then 'More tools' and select 'Layers'
(3)Right click on document screenshot and select 'Paint profiler' and observe.(Kindly refer the video)

Actual:Nothing happens after selecting 'Paint profiler' option.

Expected:'Paint profiler' tab should open after selecting the option.

This is a Non-Regression issue seen from M-57, since this is new feature introduced 57.0.2928.0
