Fullscreen shortcut does not work for Switch person window.

Issue descriptionChrome Version: 57.0.2944.0 (Official Build) bb1ac197d94d071514695c0f23854881db26f012-refs/heads/master@{#436816} (64-bit) OS: Mac (10.11.6, 10.12.1) What steps will reproduce the problem? 1) Launch chrome, click on avatar icon and select ‘Manage People’(Switch person window opens). 2) Click on 'View' option in toolbar and observe the 'Enter Fullscreen' shortcut (Cmd+Ctrl+F). 3) Press Cmd+Ctrl+F and observe. Fullscreen shortcut (Cmd+Ctrl+F) does not work for Switch person window. Fullscreen shortcut (Cmd+Ctrl+F) should work for Switch person window. This is a Non-Regression issue seen from M-50 series. (Chrome version: 50.0.2629.0) Note: 1) Issue is not seen on Windows and Linux OS. 2) Fullscreen option in toolbar was disabled in previous builds.

Interesting. It's not clear why the profile picker should ever go fullscreen. We don't allow it for most popups. I think that button shouldn't be there.

[Mac Triage] Assigning to anthonyvd@ for further triage/action. Also, the bug report says "Fullscreen option in toolbar was disabled in previous builds." and as per #2, it seems it was the correct thing to do. Adding Needs-Bisect.

Assigning to Eli who can figure out if this is WAI or not. I imagine it could make sense to have the User Manager be resizable/fullscreen-able, although not sure if the contents would require some eng work to fit properly.

For what it's worth, it looks like clicking "Enter full screen" from the "View" menu works properly (the user manager gets full-screened), it's just the keyboard shortcut that isn't working properly for some reason. Re-assigning to Mihai to investigate why the keyboard shortcut isn't working. This is low-priority.

It looks like sometimes we're also not closing the user manager window with ⌘W. I am assigning this to you Scott as you clearly knows this better than we do. It would be great if at some moment you have time to look at this bug or maybe give me some hits on how to debug it. Thank you!
