Regression: Unable to emulate devtools

Chrome Version: 57.0.2944.0 dev
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open devtools on any page >> Click on toggle device mode and observe.

Expected: Should be able to emulate to device mode.
Actual: Instead nothing happens on clicking on toggle device mode.

NOTE: Inspect element option beside toggle device mode is also not working.
2.Able to switch to emulation mode using shortcut key ctrl+shift+m

This is a regression issue broken in M57.
