Bottom arrow key of the scrollbar remains enabled even if the cursor reaches end of the text box in chrome://sync-internals.

Issue description

Chrome Version: 57.0.2944.0 bb1ac197d94d071514695c0f23854881db26f012-refs/heads/master@{#436816} 32/64 Bit.
OS: Windows (7,8,8.1,10), Linux (14.04 LTS) 

Steps:
1. Launch chrome and navigate to chrome://sync-internals/
2. Click on 'Dump Status' button and click inside the text box such that cursor is visible.
3. Now press and hold the Down Arrow key such the cursor reaches the bottom of the text box.
4. Observe the scrollbar.

Actual: Bottom arrow key of the scrollbar remains enabled even if the cursor reaches end of the text box.

Expected: Bottom arrow key of the scrollbar should be disabled if the cursor reaches the end of text box.

This is a non-regression issue seen from M-33, 'Dump Status' button is introduced in M-33.

Note: Issue is not seen in Mac OS.
