[autotest] video_PlaybackQuality

Add video playback quality measurement test for 1920x1080 resolution.
This test outputs performance data of video playback quality such as
number of corrupted video frames, number of wrong video frames and
number of dropped video frames. It also save the non-correct video
frames to file for debugging.
