Chrome Incognito mode stores Cache

Issue description

Chrome Version       : <'54.0.2840.99 m'>
URLs (if applicable) : NA
Other browsers tested: No
  
What steps will reproduce the problem?
(1).Open the website on Google Chrome Incognito Mode
(2).Now Perform the HTML/ Script changes on the opened website and push it to server through GIT or some similar source.
(3).Hit the website URL again, the changes made should be reflected on front-end but it don't.
(4).The user has to hard refresh the page to view the changed result

What is the expected result?
(1).The motive to use the incognito mode is to view the changes just on refreshing the page 


What happens instead?
1. On Soft Refresh, the Webpage remians the same to show no effect of itterations performed even on Incognito Mode. This should not be the case.

Please take a note on it.

Thanks for the report.
Incognito does not influence caching until closed. As long as Incognito is running, it is free to keep cache, cookies, etc., stored. Once you close all Incognito windows, the cache should be wiped.

Can you reproduce the issue with inserting the following step between your (2) and (3)?
(2.5) Close all Incognito Windows. Then open an Incognito tab again.
