DevTools warns spuriously about disabling Chrome Data Saver

Issue description

Chrome Version:
Google Chrome	54.0.2840.98 (Official Build) (64-bit)
Revision	8ee402c67ff2f8f7c746e56d3530b4dcec0709ad-refs/branch-heads/2840@{#829}
OS	Mac OS X 
JavaScript	V8 5.4.500.41
Flash	23.0.0.207

OS: OSX 10.11.6

(reproduced previously on Chrome 54 on linux desktop)

What steps will reproduce the problem?
(1) started with a freshly wiped Nexus 7 (2013)
(2) connect via USB to Mac laptop
(3) navigate new tab to chrome://inspect
(4) allow debugging on Android tablet
(5) click on the "Network" tab in DevTools
(6) observe the warning bar stating "Consider disabling
    Chrome Data Saver while debugging."

What is the expected result?

Warning should only trigger on Chrome Data Saver being active.

What happens instead?

Warning appears, despite Chrome Data Saver being enabled on
neither the tablet nor the debugging host.
