arc: Container not wiped if user signs out after failed provisioning

Issue description

Inner bug: b/32500143

When provisioning failure happens, there is a screen that allows you to "Send feedback" or "Try again". The "Try again" works as expected and will wipe the container before retry. However, if user signs out of Chrome OS at that screen, and try to provision again, container is not wiped properly.

This will cause provisioning retry of managed user always result in a failure. there is still workaround to wait click "Try again" when the failure happens.
