UserManager::IsCurrentUserOwner is borken on ToT and always returns false even for an owner.

In current code, it is updated on NOTIFICATION_OWNERSHIP_STATUS_CHANGED, which is sent in DeviceSettingsService when OwnershipStatus is changed.

This would not work since ownership check could happen on the login screen when there is current user. And when owner signs in, the ownership check already finishes thus OwnershipStatus would not change. Hence, leaving IsCurrentUserOwner not marked properly.
