Incorrect usage of PrintFormattedException

Issue description

Seeing this in the logs....
INFO:root:Try printing formatted exception: None None None

which means we are calling PrintFormattedException at the wrong time or incorrectly. This could mean we are missing out on some error messages that could be useful.
