What steps will reproduce the problem?
(1) Enable #enable-ntp-recent-offline-tab-suggestions and #offlining-recent-pages;
(2) Connect to gin2g-poor wifi network; 
(3) Open gutenberg.org;
(4) Do *not* wait until the end (1-2 minutes only);
(5) Open New Tab Page;
(6) Open gutenberg.org recent offline tab suggestion;

What is the expected result?
Either not to see the suggestion (i.e. not to offline the tab) that early or the proper tab offlined;

What happens instead?
I see only background without anything (i.e. page is offlined too early).
