Radio buttons not reporting check correctly in some apps such as calendar

Reproduction Steps: 
1. Bring up the create event screen in calendar.
2. Choose a color from the radio buttons to organize events.
3. Try pressing CVOX + Space or Enter. This does not report properly.

This looks like a calendar bug.
aria-checked never gets set on the item checked.

Assigning to Kevin for further triage/resolution.
