Looking at the last few builds show that AG860440G8AI2GC does not want to play along.  I will replace it.

build 5104: Device AG860440GA0CIGC is blacklisted as missing
build 5105: Device AG860440G8AI2GC is blacklisted for failing provisioning 
build 5106: Device AG860440G8AI2GC is blacklisted for reboot timeout
