Ctrl+F Search Shortcut not working for alternate keyboard layouts in 'Elements' pane

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. Set system keyboard layout to Dvorak.
2. Open chrome and open Dev Tools.
3. Try pressing Ctrl+F to initiate a 'Find by string, selector, or X-Path' search.

What is the expected behavior?
Ctrl+f should pull up the search on the bottom of the DOM tree.

What went wrong?
Ctrl+f does nothing.

Did this work before? No 

Chrome version: 53.0.2785.143  Channel: stable
OS Version: Ubuntu 16.10
Flash Version: Shockwave Flash 23.0 r0

See search window in screenshot - 'Find by string, selector, or X-Path' search prompt only comes up when I hit Ctrl+f when I'm in the standard US keyboard layout.

Below are the Steps followed

(i) Change the keyboard layout to Dvorak
(ii) Opened Dev Tools and pressed "Ctrl + F" which opens "View Page Source" in new tab.
(iii) Opened Dev tools again in "View Page Source", pressed "Ctrl + F" but nothing happens.

The same behavior is seen in Firefox also.

@ashish -- Could you please confirm whether this is the issue or did i miss anything and also request you to verify in Firefox and let us know.

msrchandra - I should clarify that the visual 'f' on your keyboard in Dvorak layout is not equivalent to the input key 'f' in Dvorak. Pressing 'f' on a QWERTY keyboard in Dvorak layout gives you the input letter 'u', which is why 'View Page Source' came up for you. The key you're looking for to reproduce my issue is the QWERTY keyboard letter 'y' which will give you the Dvorak input 'f' - this will open the DOM Tree Search that I'm trying to get to.

I tried this in Firefox - everything seems to work fine there. Ctrl+'Dvorak input letter f' (QWERTY keyboard 'y' in Dvorak layout) allows me to go to the DOM Tree search 'Search HTML' in Firefox.
