Files app: Double clicking .tgz file does not suggest compatible extensions.

What steps will reproduce the problem?
(1) Download *.tgz file to Downlaods directory.
(2) Double click the downloaded file.

What is the expected result?
Files app suggests extensions which can extract tgz files.

What happens instead?
Files app only says "This file is not supported."

Files app: Show a dialog to suggest extensions when file's extension or mime type is available.

BUG= 671585 
TEST=download tgz file, and confirm that double-clicking the tgz file shows suggestions about extensions.
