Extensions toolbar gets reset all the time

Reported by anestl...@gmail.com, Dec 6 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36

Steps to reproduce the problem:
1. Configure extensions and their order in the extensions bar
2. Exit chrome

What is the expected behavior?
The extensions bar as configured before exiting.

What went wrong?
Most extensions removed from the bar, the remaining ones (usually two or three of them) have a different order.

Did this work before? Yes Circa 45

Chrome version: 55.0.2883.75 Channel: stable
OS Version:
Flash Version: Shockwave Flash 23.0 r0

Happens intermittently every other time. First noticed this regression several releases ago.

Some extra info:

I have the same synced profile on three different PCs and this issue affects only one system while two others work just fine. I always use Chrome in incognito mode on all of them. I configure the extensions toolbar both in "normal" and incognito mode with the same results: most extensions disappear from it.

The system where it fails is CentOS 7.0, the two others are Fedora 24 and 25.

Unable to reproduce the issue on Ubuntu 14.04 using chrome latest stable M55-55.0.2883.75 by following steps mentioned below.

1. Added few sample extensions in chrome tool bar
2. Closed chrome completely
3. Opened chrome and observed all the extensions are available in the tool bar with out any changes.

anestling@ - As per comment #1 suspecting that this issue is specific to Linux Cent OS flavor, since it's not able to reproduce on Ubuntu and fedora.

Requesting saomeone from MTV team to look in to it.

Thanks!
