Regression: In chrome://md-settings, under On Startup section, ADD button gets disabled on entering long text.

Issue description

Chrome Version: 56.0.2924.18 (Official Build) 84691185ffd0ef69acbe7545df57d1e9c0aec5db-refs/branch-heads/2924@{#351} (32/64-bit)
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1) Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://md-settings and scroll down the page.
2) In ‘On Start-up’ section, select ‘Open a specific page…’ option and then click on ‘Add a new page’.
3) Enter the text ‘123412341234’ in input field and observe.

On entering text, 'ADD' button gets disabled.

On entering text, 'ADD' button should not be disabled.

This is a Regression issue broken in M-51, below is the bisect info
